I had this problem on install also. The reason I found was that secars and secreg under the "Default Web Site" in the IIS Manager were set, from the hierarchical  rules to require SSL and block anonymous connections. After disabling SSL on the virtual directories and allowing anonymous connections, then granting IUSR_<machine_name> read access to inetpub under the program directory, I was able to start the service and log in to the manager console.   Hope that helps!

İkincisi yüklediğiniz sep version umarım mr2 dir çünkü mr2 öncesi baya sorunlar vardı kurduğumuz sayısız müşteride en büyük sorun olarak update klasörünün eski update leri silmeyerek 20GB lara ulaşması sonunda drive ın dolması ve update almayı kesmesiydi bunun için verilen bir set.conf key i vardı fakat pekte sağlıklı çalışmıyordu mr2 versiyonuyla bunun gibi bir sürü sorun giderilmiş durumda bunu direk olarak symantec sitesinden indirebiliyorsunuz

Yeni post açmak istemedim çünkü Aynı problem bende de var.Symantec forumlarında söylenenleri denedim ama sonuç hala aynı [:S]
